It has been many years since it received any significant number of new prisoners. These guys are there from the early days of the Afghan war. And, dribble by dribble, hundreds of detainees have already been shipped elsewhere, often to harsh treatment in their countries of origin.<BR/><BR/>This decision doesn't close Gitmo, just shuts down trials aimed at additional punishment for a select few Gitmo residents, mostly for relatively minor conspiracy charges.
