The Army fell at least 6,600 soldiers short of its recruiting goals for the fiscal year.
Going forward this means that it will have to take steps like accepting more "Category IV" recruits, i.e. individuals who score in the lowest acceptable category on the Armed Forces Qualification Test (AFQT), often high school dropouts. They have scores in the 10th to 30th percentile on the test. Scores below the 10th percentile coincide closely with the working definition of "mentally retarded". The specialities that low scoring applicants can choose from are limited.
The American army doesn't have much use for cannon fodder anymore, does it? Every soldier needs to be computer literate -- and literate, period.
