Colorado's water laws (and water courts) need to develop a
sense of proportion. Small water conservation innovations like this one, where a Southern Colorado woman stored rain from her roof to water her garden, are approaches that need encouragement from water officials, not a tsunami of economically prohibitive paperwork to overcome.
