It wouldn't violate the Geneva Conventions. I have no idea of its legality under Ukrainian law. I doubt that Russia exports gas via LNG ships in the Black Sea because it had pipelines to do that.
On the other hand I think that almost all European countries ... oops Wiki says: In February of 2022, House bill H.R. 6869 was introduced, and if passed would "[authorize] the President to issue letters of marque and reprisal" in relation to the 2022 Russian invasion of Ukraine.[45]
Hi Andrew, What would be the legal status of The Ukraine issuing Letter's of Marque. Perhaps for Russian LNG ships.
