The Airbus A400M military transport is superior in basically every way to the C-130, including having twice the cargo capacity (which, for example, allows it to carry lighter armored vehicles) and having a shorter takeoff distance, while only costing 20% more per plane.

The Airbus won't provide welf...I mean jobs in economically depressed but politically expedient areas of the USA. But yeah I would agree that some capitalist competition in the most American part of the federal budget would make a lot of sense.
Selling the Atlas to the USAF would require a local assembly line and meeting USAF detail requirements, which would, I suppose, double the cost of the plane.
There are obviously political details that I'm not factoring in which is why we don't have the ATLAS now. But you can't even begin to think about the how to do it part until you figure out that there is a better alternative than the status quo an decide to chase it.
