Denver and Boulder Recycling.

While recycling programs in many cities are floundering, Denver's program is growing by leaps and bounds. A pilot program with composting in Boulder (a national leader in recycling despite low cost landfill alternatives) is also doing well with pilot program participants recycling 70% of their household waste.
