The main reason that many states and localities don't have laws against openly carrying rifles and assault weapons on private property, such as in restaurants, without the express permission of the owner, or in public meetings in public buildings, is that ordinary people consider it absurd, frightening and crazy.
Even the stalwart anti-gun control organization, the NRA thinks that this kind of conduct is a bad idea that verges on nutty.
You don't need laws to prevent people from doing things that otherwise, only crazy people and criminals would do, unless they keep doing them, in which case legislatures will pass laws prohibiting the conduct.
