Is There A Way To Stop Congress From Being Intentionally Stupid?

So long as the United States Congress feels no qualms at shipping 5,000 to 9,000 tons of coal each year from Pennsylvania to a military base in Germany, wasting $20 million a year, we can be sure that our system of governance is deeply broken.

If the system can't catch such obvious waste and abuse, which has been widely known and publicized for years, how can it hope to catch more serious breaches of the public trust of its own making?
