Imagine this process for selection a bipartisan committee:
1. The Speaker of the House shall choose three Representatives who are from the minority party or do not caucus with the majority party.
2. The Minority Leader in the House shall choose three Representatives who are from the majority party or caucus with the majority party.
3. The six people selected shall, by majority vote, choose one other Representative, to serve as a seventh member of the committee. If the committee fails to choose a seventh member within a certain amount of time, the seventh member shall be chosen by lot from all remaining Representatives who are willing to serve on the committee.
