Some cities have cops that are lax. The City of Lincoln Park near Detroit, Michigan, has cops
who encouraged participants in an illegal drag race to go ahead with their plans, reassured everyone that they wouldn't be arrested, and put a bet on the outcome. Mayhem followed, and in its wake, lawsuits, criminal and civil alike. The 6th Circuit's 2-1 decision, however, holds that this conduct was not a violation of a constitutional right.
