Mayor Hickenlooper has
another budget for Denver. On tap: a first installment in a ten year plan to end homelessness in the city, another installment in a ten year plan to pave the city's dirt alleys, an overhaul of the recycling program, an increase in the police force size by almost 100 cops to 1425, a little more fire equipment, more alternative sentencing, more library hours and restored recreation services. The gains are modest, but 2006 will be a year of progress instead of cuts.
