Medicaid in Colorado.

The Rocky has a nice discussion of the Medicaid program (Colorado's program is a bare bones one by national standards), which provides care to the poor, the disabled and the elderly with the help of federal matching funds, in Colorado. It takes up 22% of the state general fund budget and Colorado has been working hard to slash provider payments, but it is a very hard program to cut.

They Get Letters has a nice take on the inadequacy of the GOP gubinatorial candidates in addressing the issues of Medicaid and budget limitation. Neither can identify any specific cuts that need to be made, while claiming that everything can be fixed by eliminating waste, a common politician's standby.
