You could live in Alabama.

If you lived in Alabama, repeat possession of marijuana for personal use would be a felony offense for which 500 people are sent to prison terms (typically, at least a year) annually. In Colorado, the penalty for the same offense would be a $100 fine.

You could also live in Ohio, where they met out jail sentences for an unpaid fine on a city tax of just $1.16. The penalty for a comparable violation of federal tax law would likely be a fine of less than $51.
