Flying low and slow has always been a problem for radar. Oops! Apparently it is not slow at 900 k/h. Looking at the Wiki page for the Flamingo they list it as a ground launched cruise missile and it looks the part. It's like a 5th generation WW2 V-1 Buzz bomb.
Another point, TERCOM was developed 40 years ago. It must have dispersed far and wide by now, and is probably much cheaper to implement in hardware. Compute might have gotten cheaper in last 40 years as well.
